Thor was appointed by Virginia’s Attorney General as special counsel for the Commonwealth of Virginia to defend the state’s photo-voter ID law. As lead trial and appellate counsel Thor successfully defended the Virginia election law in a two-week trial in the Eastern District of Virginia brought by challengers of Virginia’s statute.
Thor then successfully defended the Commonwealth on appeal in the Fourth Circuit despite negative circuit precedent. This case has had national implications for upcoming elections.
