Thor represented Arizona citizens and voters in a U.S. Supreme Court challenge of the 2012 redistricting plan for Arizona state legislative districts, where the redistricting commission produced a redistricting map with a nearly 9% population deviation, diluting the votes of thousands of Arizona voters.  

Thor argued this case before the Supreme Court this in December 2015.  Arizona Attorney General Mark Brnovich joined Thor, arguing on behalf of the Secretary of State against the redistricting plan.
